The smooth operations of high-risk facilities do not only depend on robust design and technical process operations but also on human behaviour, chiefly in three areas:

The pollution caused by the human body in environments that must keep a high level of cleanliness (air quality and surface contamination)
The protection of the human body against hostile attacks from the environment: inhalation, contamination, chemical, nuclear and bacteriological attacks, and electric discharges
Irrational, group or individual behaviour of the people working in hazardous conditions (panic, failure to recognise dangers, group inhibitions, and so on)
These three factors may cause disruptions in overall operations if they are not properly controlled.

Methods
The methods, skills and expertise draw on the extensive experience acquired at the regional industrial facilities where the teams run checks on the 'tough spots' in operations, and prevent them by training the personnel. Training involves risk and hazard awareness, practice exercises in actual environments, and the acquisition of work reflexes. The expertise of several laboratories may also be marshalled:
