Basse-Normandie offers an array of financial incentives provided by the French State, the Region, the local authorities or other public organisations.
Some subsidies have to be notified to the European Union and must comply with Community framework guidelines.
   
Investment Grants
PAT (Prime à l'Aménagement du Territoire Industrie) for Industrial Projects: PAT Zoning Area - PAT is an equipment grant that the French State allocates to companies deploying industrial projects creating jobs and generating investment. Investments must exceed Euros 2.3 million, and more than 15 jobs must be created. www.datar.gouv.fr
Prime Régionale à la Création d'Entreprise (PRCE): the Region allocates this equipment grant, amounting to a maximum of Euros 35,000. www.cr-basse-normandie.fr
FDPMI (Fonds de Développement des PMI): this is a grant to productive investment for the purchase of new equipment generating technological progress in the company's process. The amount granted varies according to the size of the company and the specific zoning regulations. The DRIRE offices process the files. The subsidy application file can be downloaded in Pdf format on the DRIRE Basse-Normandie website. Employment Grants
PAT (Prime d'Aménagement du Territoire) for R&D projects: grant allocated to companies developing an R&D project. No zoning rules apply. Subsidy rate ranges from 25% to 100%. www.datar.gouv.fr
PAT for Services to Industry: within the PAT Zoning Area, for all companies - Outside of the PAT Zoning Area, exclusively for small and medium sized companies. A minimum of 15 jobs has to be created - www.datar.gouv.fr
PRE (Prime Régionale à la création d'Emploi): this was set up in Basse-Normandie to support job creation programmes throughout the region. The premium is granted to small and medium sized companies and industries (fewer than 250 employees; turnover less than Euros 40 million). The grant is limited to Euros 160,000 per company and per year - www.cr-basse-normandie.fr
   
Real-Estate Grants
Real-estate investment grants: the department allocates the grant. The amount of the investment grants depends on the zones where project is located - www.cg14.fr
   
Tax Assistance
Business tax exemption: it is usually granted to business set-up and development projects in priority development zones. The local authorities vote on the exemptions subject to compliance with special employment and investment criteria www.datar.gouv.fr
   
Environmental Subsidies
ADEME (Agence De l'Environnement et de la Maîtrise de l'Energie): grant to energy control and air quality improvement - www.ademe.fr/htdocs/pad0002.htm

Grants to Innovation and Support to Skills and Expertise
ANVAR grant: refundable advance in case of success. Direct subsidy to feasibility studies
Grant to Support Skills and Expertise:
FRACI: for using advisory consulting services - FRIRC: for recruiting a senior executive - FTR: for using technology transfer services - ATOUT procedure: for raising the technological level of a company. The French State and the Region partnered with the RDT (Réseau de Diffusion Technologique, technological development support network) have created COTT (Comité d'Orientation spécialisé dans le Transfert de Technologie, steering committee specialising in technology transfer). The allocation of the following grants is subject to COTT recommendation:
